Quoted sections definitely are ignored in the spell check - but only when you do a topic or reply quote (when the forum automatically quotes the original for you). If you do a normal reply and do the quoting yourself then that quote will be spell checked. The logic being that if you are quoting someone else's post, it doesn't make sense to spell check it. If you are writing an original post and choose to make use of quoting (by explicitly using the [quote] tags), then spell checking is invoked since you might be typing the text in the quote.
Also like the code sections, any misspelled words outside the ignored quote section will also be highlighted inside the quote. Actually the highlighting routine doesn't exclude any parts of the post - only spell checking code has these exclusions.
As far as I can tell the spell checking is working correctly. If you find an example that's not, let me know.
