Right click on any toolbar.
Select "Customize..."
Select the "Toolbars" tab.
Click "New..." and create your own toolbar.
Select the "Commands" tab.
Click "All Forms".
Click and drag the forms that you want onto your new toolbar.
Right click the control you just dropped on the form to adjust the name, icon, etc.

This doesn't produce the dropdown list like the Internet Explorer address bar does. You will probably have to go to a custom control to get that functionality.

You can find out more about "Custom Toolbars" under "Create a Custom Toolbar" in Access Help.
