Default Help - Create a new user with admini tool

I have a problem to create a new user with the administrator tool of visual studio 2005. I followed the instruction step by step to add a new user. It was not successful and the message is
"Password length minimum: 7, Non-alphanumber minimum: 1." According to this message, I have tried many user names and passwords, such as "Username: madjack2, Password: madjack007". I got the same message. What happens? How do I correct the problem?

If possible, please forward the solution to my email box at jackyu007@yahoo.com

Thanks very much for your help.

Jack
