Default Quotes Not appearing Until I type next character

At first I thought this issue was related to my keyboard but now I am not sure. It only happens in VBA Editor. When I type a " or a ' it does not appear until I type another character. If I move down then type it appears where I have moved. It has be baffled. Anyone ever experience this before and know how to fix it?

I just discovered that it also happens in the Query Window. But it does not happen in Notepad or Word.

Well, This morning it has gone away. And my scroll mouse now works in the VBA Editor (Access 2003) which it never did before. My guess is it will return tomorrow. So any thoughts would be great.
