Default Invoking Visual Basic Editor terminates Access

Yesterday I helped my client to install XP SP2 then Office 2003 SP1. Then just doing the normal data processing in Access 2003, i.e. open an .mdb database and open any forms therein and modify the VB Code as well. Everything runs normally. However, after a cold boot of the system, Access behaves abnormal. When trying to invoke the Visual Basic Editor thru Tools>Macro>Visual Basic Editor, Access auto terminates without any dialog message. Press ALT-F11 also behaves in this way. Is there anyone can provide solution/suggestion to remedy this?

Believe it or not, these two problems have similar solutions.
