Default Access 2003 Runtime

I have Ms Office 2003 Professional, Installed. I want to build a runtime Standalone Program.

I went to Windows Start Button|All Programs|Microsoft Office but no Microsoft Office Access 2003 Developer Extensions appears.

I then Installed MS Visual Studio .net Still no Access 2003 Developer Ext. Appear In Start Button Procedure??

I then Installed Microsoft Visual Studio Tools for The Microsoft Office System. Did the Start Button procedure again. Same results??

I thought that the ablility to create run time programs (According to Rick Dobson letter on MSDN web page.)came with all MS Office 2003 professional that has Access 2003.

Do I need to buy Access 2003/Developer's Version.

If anyone can help. Thank you.
Clarence
