Default .mde on 2003 runtime problems

Hey guys and gals.
I have been having an issue with an mde file that doesn't want to run under 2003 runtime for some reason. I can run the mdb file under the runtime without any issue, but once I create the mde it gives me the dreaded "Visual Basic for Applications Project in This Database Is Corrupt" error.
Now my question is why does my mdb run with no error, I get no compile errors but yet once its turned into an mde file it all goes to crap?
Any help out there from the pros?:(

Guys
I have found the issue is with 2003 server OS. I am sure this is a security or permissions issue on my test machine. Thanks for anyone trying to help
