Default Access 2007 won't let me select a ribbon

I have a 2007 Access application is which I create the table USysRibbons table and created a record for a ribbon. However, when I go to options and current database and try to select the ribbon in question, it does not come up in the pulldown...it is empty. Any thoughts.
