Default Access 2007 Installation wizard license blank

This is my first time to use the access 2007 installation wizard. It does not display the license file. I have an rtf license file which i attach but it is not working. Your help is thanked in advance.

i changed contents to another rtf file and saved in the project directory. It now works.
