Tomcat service failed when configured memory pool

OS: Win 2k
Tomcat 5

Whenever I used the tomcat monitoring configuration under Java and set the initial and max to 1280, the service starts fine but as soon as I increase it by 128 bytes (from 1280 --> 1408, it failed) Any suggestions why I cannot go beyond 1280?
