Web Scanner

Hello,

I wanted to create a scanner similar to http://www.kbalertz.com, where content on the web is downloaded. Does anybody know how to do this, what I would need to look at? I imagine the app would have to implement TCP/IP.

Alternatively, is there a freeware or shareware product that does this?
