While it's certainly possible, I don't think this is true for the majority of web applications:

Although the client (the browser) may be in a different geographical location, the web server and one or more databases participating in a transaction are quite often located very close to each other. So the client of the client is not relevant to the actual transaction.

This is also what Ganesh meant when he said:
