Did you add
Private Sub ddl1_SelectedIndexChanged(ByVal sender As Object, ByVal e As System.EventArgs) Handles ddl1.SelectedIndexChanged
    'code
End Sub
in your code?

Make sure in the HTML view your control has the attribute
AutoPostBack=True
This make it do a post back for every client interaction with the control. Hence the server side event will fire or else not.
