This small download doesn't do the magic I described, nor is that done by the .NET Framework.

The file you downloaded is just the web setup file. When you run it, it will download and install the other few hundred megabytes that it requires.

Take a look at the readme file suggested by MorningZ. It explains a few things about side-by-side installation with VS.NET that may answer the questions you had in the other thread...
