Default Div won't scroll in Firefox?

I need some help with a scroll issue in ASP.NET 2.0. Visit the link below, using Firefox and tell me why the content doesn't scroll. It works fine in IE 6 and 7.


I could use some help getting this straightened out. Basically, I load the content as a background. I use another div, nested inside the first div, so that the outside div "stretches" to the correct size.
Also, I am using the dreaded "spacer" image to push the pop-up menu down to the right spot inside its table.

If anyone could help me get the div to scroll in Firefox, I would appreciate it GREATLY.
