Default localization

Hi all,
Can anybody give me directions how to localize website.I have alreday checked GOOgle,but it displays the software/tool for sale,which can be used to localize website/webpages....See,I can ofcoutse localize website with using global resources and converting each word in specific language and typing in those global resources,which is very laborious and risky and sometimes impossible...I am sure there shud be some other way becoz alreday I had learnt in Java,that they use some property file to select different languages and also they use browser settings for localization.I think,in .Net also,this shud be similar.(I know that if we overide the InitializeCulture() in System.Globalization,it changes the calender and the currency in that specific language,BUT WAT ABT THE LABELS AND THE TEXTS IN THE WEBSITE?).
                         Can anybody help me out?
