Default calling platform from GUI

my question is mixture of xml and web service so i am posting here.

i want to develop a platform which have all functionality related to my project. and then a seperate GUI which will communicate with this Platform.

This GUI is now in .net itself which afterwards can be in any language and will call my platform basis on some fixed parameters. this whole is my need.

now i want to know should i make web service for all functions in my platform. if yes then will they be accessibe from any language.

should i make XML Communication if yes then how other language will pass parameter to my XML or how they will communicate or like web services they have similar feature.

Please guide me.

Dear as with webservices, they are language independtent. U just need to care about return values and parameter types of other languages. Rest is left on WS functions.
