Default Silverlight

I want to create silverlight applications. I have installed VC# express 2008, VB express 2008, VWD 2008.

You need the Silverlight 3 tools for visual studio 2008 - which a quick google would have provided for you.

Silverlight 4 is only supported in Visual Studio 2010.
