Default aspnet, win 7 and hosting thru iss

Hi, I understand you can host your own website using iss and in win 7 so I went about attempting to do this with little luck and could use some help. Configuring the default site or creating your own in iss seems straight forward -
I go right click on sites and "Add Web Site"
I name the site
pick the physical path
pick my IP address
and I even set up a DNS acct as I understand you must have one to point to your registered domain name
I've made sure my router has a virtual server port open for external viewing with the ports matching the iss ports
I enter the host name provided to me by "noip" dns service

yet when I try to browse my site (IE default) thru iss or localhost it says this page cannot be displayed like it doesn't exist or is not finding it -

Can anyone help me here, thank you so much!
- Clay

UPDATE - I've also now tried setting inbound and outbound rules for firewall to allow for selected port (8080 in this case), I also attempt to view it outside my network as I understand viewing within may be an issue all I get is "bad request - invalid hostname" - I try the host name provided to me by no-ip and this redirects to my overarching ip and 8080 port, no luck :(

Things to check: are the bindings correctly configured for the ip and ports that you have specified in your firewall, do you have allow anonymous enable for your root, does the app pool have access to your physical path, does IUSR have read and execute on your physical path, is your site secured over HTTPS if so do you have your server cert installed and bound to site. Is your external interface on your firewall nating to your internal ip. Couple of the to test run a ping on your host name from an external source to I sure that it properly resolves, the run a tracert to see if want route it is take and ends up at.
