I could use some help with this one. We have had an issue at my company with this ASP app. When it gets to one ASP file it throws the error "Active Server Pages error 'ASP 0224' ".

Here is the whole error message:
Active Server Pages error 'ASP 0224'
Cannot load TypeLib
/Pull/Watch.asp, line 4
Cannot load Type Library specified in the METADATA tag.

Here is the first lines of Watch.asp:
1. <%@ Language=VBScript %>
2. <%Option Explicit%>
3.
4.
5. <%

The oip10.tlb is in that location. I even tried re-registering it. What are the various root causes for this issue and what are the steps I need to take to diagnose and then fix this issue?

Is the web server allowed to read that file? You'll need to give the proper read permissions to the account that IIS is running under. Usually, this is the IUSR_MachineName account, but that depends on your setup...
