MySql Connect From Another Domain

Dear all,

How to connect anther domain in mysql. i tried the below code but it does not works. Please help me.

mysql_connet('IP Adress','root','');

Take a look at the configuration of your MySQL instance, and make sure that root access from remote machine is enabled.
