Default Web Services Publishing Wizard

Hi

Can anyone help me with this? I had installed BTS2004 on dev.server (Win2003 Server), straight forward. Did the same on my laptop, and so did two of my coworkers (all laptops WinXP Pro SP2). For some reason, the dev server installation does not contain BizTalk Web Services Publishing Wizard, while all laptops have it.

Any idea why? The dev. server is a clean install of Win2003 server and has only what is needed for BTS2004 (like MSSQL 2000 SP3).
