Thanks Eric for the reply to my original post. My problem actually was that each web folder (including sub-folders) on my shared hosting site is run as a separate application. So the TBH '/Admin' folder was running as its own application. Once I convinced my provider that this was in fact the problem they removed the "run as Application" option on the Admin folder and everything worked fine. The problem now is that every time their server restarts, which is frequent, all web folders are reset to Applications again and none of the /Admin pages work properly. So I will probably need to move my site to a provider that allows user configuration of IIS settings.
I have found several cheap host providers now that allow for multiple Application hosting with multiple SQL databases. Seems to me that it would be easier to move to one of these providers rather than create a multi-site CMS to handle Membership separation.
