error on punctual.aspx

Please help;)
I am a newbie on asp
the first program "welsome.htm" working mean the web server is running, but the punctual.aspx get error message on line 13

I have Framework SDF installed on Windows XP Home computer.
Not allow me to install MDAC_TYP.EXE because it is part of Windows
