Default Problem with Menu Control for Navigation

I was reading Chapter 3 in this book and I tried some code for Menu Control. There is an odd behavior of the menu control. If you hover your mouse on an area between a dashed line and Home menu item, you'll see a yellow bar that, when clicked, goes to the bottom of the page.

Why does this menu control behave weirdly? Is there a way to avoid it?
