I am not sure it's supposed to work with Express 2008. The page you referred to seemed to indicate 2008 Express is not supported.

I used VWD 2008 with SQL Server 2005 Express and I know that works. Haven't tried your combination yet but I might if I find the time to set up a VPC and test it.
