Imar,
I was gonna bug you about Membership & Roles for Localhost and Production sites, but I found some info to share with all the beginners and novices like me.

If you succesfully change you connection strings as directed in chapter 19, pg 726 and appendix B, WSAT can still manage your Membership and Roles,
(if you use VS to access your Release version, only, on your localhost version)

Yes, if your database can be reached from the machine running VS, that works, which means it also works for some hosts that give you access to SQL Server over the internet.

Otherwise, you need to roll your own or search the Web for commercial applications that integrate with your site to manage your users.
