I notice that at times when in Design view, the SmartTag popup menu for a Listview does not contain an option to Configure Listview... At other times this option is visible. Is there a way to fix this?

Also, I notice that if you highlight a component while in Markup view and press F4 there are times when the Property window will display properties but the Events are not accessible (i.e. the lightening bolt glyph is disabled). Again, is there a way to fix this?

I've seen the same behavior, but I am not aware of a away to fix it. Often, switching back to Markup View and then into Design View again seems to do the trick. Also, closing and reopening the document may help.
