Default newbie failing with the first exercise

I got to the first instruction in the book which is to set up tomcat, and got error messages "Connection refused when trying to access localhost". I tried it on another machine and it worked fine. Both run xp pro, with pretty much the same setup as far as I can tell. A day of reading various blogs and playing with which ports tomcat is using led to nothing. Any help/suggestions greatly appreciated.

Try using '127.0.0.1' instead of localhost. Something screwy might have happened with your Hosts configuration.

The 'connection refused' may be a result of a firewall blocking access, or that Tomcat (or your webserver) isn't
listening on the port that you have specified.

I'm new at this too, but I found the guide at

http://mpcon.org/apacheguide/

to be VERY useful when I had tomcat trouble. I just ignored everything about SQL and that guide got my tomcat up and running.

I realize you've tried several guides, but this one did work for me.

"connection refused"
I don't think it means Tomcat isn't running.
But
It is running and doesn't accept your connection.
It's just my idea.
Sorry, I have no solution.
