Default TermStores/Sets Versus Only Content Types

Dear Sir/Madam,

I have a consultant telling me to stay away from Term Stores (too complicated with hierarchical structure and a free-for-all, non-controlled environment...he says to use ONLY Content Types for taxonomy and metadata design and admin) Can you please exemplify the pros and cons of 1 and 2 below within the context of a Records Management system/retention and disposition schedule using SharePoint 2013 Enterprise Server edition:

1) Using 'ONLY' Content Types for all metadata/taxonomies (use case)--without using a Term Store

2) Using a combination of a Term Store with Content Types (use case)

I would certainly appreciate any and all assistance regarding the above.
