I had SQL server in my PC and I'm not sure if it is set up. I tried to set up but it gave me error message. It said "The remote procedure call failed". I'm not sure what to do. Do I need to uninstall and re-installed? I used SQL server before and it was fine. I practiced using instructions from Microsoft. Can anyone give me advice. I had been had issues with SQL server since I took class 2 years ago.

When you try to attach a database make sure the version of the SQL is comparable with the database you are trying to attach, also if the version is ok, just before you press the button for attach, check if you have the two files for the database; data and log, if still give you the error, click on the log once to highlight and hit the remove button and then hit attach.
