Default no report menu , can not open ../machinename/reports

- When I open http://machname/reports/ , i got message "The page cannot be displayed"

- When I open http://machname/reportserver/ , here i can see reports, BUT ...

I could not see the Menu section (home | my subscription | Site Settings | Help) nowhere, nor the LEFT menu area (View|Properties|History|Subscriptions) but ONLY the report itself. Because I can't see the menu, I can't use REPORT BUILDER, ...

I doubt it's because of a privilege problem but I dont know where to fix it.
Anybody know how to make the menu appear ???
