Default Chapter 5 Charts

In chapter 5, p 147 it reads:

"set the Format code to 0,, to indicate this to be a numerical value using comma separators per thousand"

What I discovered is that if you use 0, you get a scale showing the number with no decimal places (millions in this case). If you use 0, you drop one set of zeros (divide by 1000) if you put 0,, you drop two sets of zeros (divide by 1,000,000) but in no case to I get a numeric value with comma separators per thousand.

Where might I find a list of these codes and what they are supposed to do so that in future I can pick some other values for other formats?
