Default Document Outline Tool Window

Page 63 of the book talks about document outlining. In FIGURE 4-22 one can see Design, Split and Source under the under the right hand screen showing the compiled web page. However, it is my belief that it is not possible to display a page in Design mode in VS 2012. Various entries on StackExchange reinforce this belief.

If my belief is correct, what exactly is this section trying to teach me?

If it is not correct, how do I get the Design and Split options displayed under my HTML code window?
