Normally you would build a distribution project. In the New Project dialog, open the Other Project Types folder and select Setup and Deployment.
That kind of project has special editors to let you build the file system and Start Menu entries for your project. It can also include the .NET framework.
Alternatively you can just download dotnetfx.exe from Microsoft's Web site and make the users run it. Or better still, tell them where to get it from Microsoft (so they know they have a clean copy).
