Default Just starting...

Hey, i want to start programming in C and C++, i've done simple stuff like VB, pascal etc...nothing more complicated than client server program. I've been looking around on learning c++ and i dont want to spend out loads for programs. Is there any good tutorials anyone has found? And also alot of the tutorials i have found have been for command line programs...Is this all you can do if you don't have visual c++? Thanks...
