Windows printer driver

I am trying to research how to create a windows printer driver to allow a vector program (such as corel draw or adobe illustrator) to "print" to a vinyl cutter that uses the HPGL language. Can anyone point me in the correct direction? Any resources or suggestions on how to get started?
