Instant Messaging over IP

Can anyone help me? How can I send messages over IP to Clients ?

I'm programming a Gay Dating Board and want to create an Instant Messaging function.

Local I can use net.exe and the Client IP Address to send a message. How can I do this on a shared web server (win 2000, iis5) ?

Is there any function to call the net.exe or to send messages to a client-ip address ???
