Create a DLL in ASP/VB??

I have installed ASP.NET1.1 in my PC and I need to create a dll/I need to modify the existing dll[I have dll source code files] which has to be used in my ASP application but not .NET.for this requirement do I need to have a VB S/W in my machine or is there any chance to create/rebuild my DLL?

This is bothering alote me I am excpecting some one can guide me.....
