Default Utility to design a form

I want to redesign my client data form. I can retrieve a single record from my SQL Server database, but now I want to redesign the way the fields from that record are displayed... I simply need a WYSIWYG utility that can help me drag and drop the fields and do some CSS to make it look good. I don't have Visual Studio... is there some other third party program I could use? Thanks. Mike

Can't you just use Visual Studio for that? The Express edition of Visual Web Developer can be downloaded and used for free...
