What kind of help you are expecting ?

Do you want to know the features of a general discussion board ? (Research into the features of this forum itself. That will give you a good idea of a forum.)

Do you want help in designing a database for a forum ? If yes, you need to specify the features of the forum you are going to make.

Do you want help in architecting pages of a forum ? This again needs to know the features of the proposed forum.

A general forum will have following features at visitor side

1) join the forum 2) viewing the topics (which are classified into areas / categories) 3) starting a new topic 4) replying to a topic 5) subscribing to a topic and / or area / category 7) searching all topics (simple search and advanced search) 7) editing the posts made by visitor himself 8) to know more details of the person who posted a comment.

And features at admin side are
1) viewing all posts of a thread. 2)Deleting a thread and its sub threads 3)issue warnings to persons who make offensive comments 4)blocking persons 5) verifying posts before publishing them. 6) archiving posts 7) deleting posts to free disk space 8) managing areas and categories

Other desirable features of a discussion board are

1) spell checker 2) wysiwyg editor to help post formatted comments 3) to preview a reply / topic before publication 4) sticky topics which are not meant to be replied or deleted.

You can add many others.
