Default CSS layout issue

I have a question about the layout of my web site.

When you make the browser window smaller or larger the right side moves since it's attached to the side but I'm wondering why the scroll bar on the bottom can be moved right to expose alot of unused real-estate? It's not a huge issue but I'm wondering how I can make the scroll bar disappear when the browser gets so large? At one time it was working fine but I'm not sure what I changed to make it do this.

I figured it out. It was my disclaimer div tag that messed it up.
