If you haven't already, make sure the webpage AND the CSS both validate.
If they pass and you're still getting the problem, try undoing the shorthand into individual property-value pairs.
There's nothing "unusual" here, there's no reason this shouldn't be cross-browser compatible. As a last resort, try applying a test stylesheet with only these rules (nothing else). If it works, then something else in your stylesheet is creating a conflict for IE. If it doesn't, start deleting pieces until you find what's causing the problem.
