Default footers et. al. in css

hi all,

wondering if i could get some help. i'm attempting a 3 column css site and cannot get the bugs out. the links do not show what i've set in css, the footer doesn't hug the bottom, and when viewing it in dwmx2004, it's everywhere.

also, need to get the icons in a bulleted list [it's also not showing up in the css]

need rollover icons to go across the top [showing in green now] to link to files

and the search engine will have to wait for last.

i've been trying out diferent suggestions from around the web, but not getting some of it.

if anyone can help megga thanks in advance.
