"FAQ forums"
The old javascript area had a sort of FAQ or "basics" page that newbies could go to and get a great deal of fundamental information and avoid clogging the forums with the same old questions.
I suggest you create one locked FAQ forum for each general area, if there's anyone who is willing to maintain it.
I hope the old javascript one is still around somewhere...
