Default How to access the Machine.Config

Hi Friends

Here i got a problem with Machine.config file.
From my web application i have to access the User defined variables declared in the machine.config.

1. Firstly, can we declare the user define tags in machine.config.

2. If so, how can we access these tags within the application

Any valuable suggestions are welcome
