Default Publish Windows App (Click Once)

We have a windows based application and are trying to utilize the "Click Once" feature ie publish to a web site. Crystal Report Run Time is part of the prerequisite.

When users launch the appliaction for the first time they are being asked to install the prerequisites and that is fine. After this, every time user accesses the web site they are being asked wether to "Launch" or "Install", this is very consfusing for the user as they do not always know what to do. Is there a way that the application can run ie launch automatically if prerequisites are present and only show the options to install if prerequisites are missing?
