Well, as far as I know, both Outlook Express, Yahoo and Hotmail support HTML mail. Simply format your e-mail, and it will be send as HTML.
In Yahoo, you can switch between plain text and HTML mail with a link at the top of the page.
Then again, I think this is not what you're after. Again, ask a more specific question. Try to describe your situation, your application and its requirements, where you want to send the e-mail etc etc. Right now, it's kinda vague and hard to answer.
