Default IE layout issues with tables and border.

I have the following site
http://allsemillc.com/new_site/new/ss.php

Its looks alright with borders enabled. However with the borders enabled it just falls apart. And frankly I don’t have that much money to consult our local http://www.webdesigningcompany.net regarding it .. so I make some corrections myself by consulting some friends of mine.
Here is a link to the page with the borders disabled.

As you can see I like the way site is layouted out in the first link obviously. however I can't keep the borders on. any ideas?
