How to appear Html tags in .aspx page when run it

All you need is something like this in a page like Default.aspx:

Protected Sub Page_Load(ByVal sender As Object, ByVal e As System.EventArgs) Handles Me.Load
  Response.Clear()
  Response.ContentType = "text/x-javascript"
  Response.Write("document.write('<h2>Test</h2>');")
  Response.End()
End Sub

Then you can reference the page like this:

<script src="Default.aspx" type="text/javascript"></script>

And it will output a heading at level 2 at that precise location.

Thanks Imar, It's a good work and actually accomplished my purpose.
Now I'll continue need other things, such that :
1) If a publisher made intensive clicks using robots or his friend recommendations. Guide me to make the system detect this thing.
Then our administrators will disable his account.

Sorry, I can't do that. It's like asking: "Somebody asked me to build a nuclear power plant, but I don't know where to start. Can you guide me to building one"?

This is way too much to ask for on a public forum. It's not an easy thing to do and requires skills in many different areas including networking, databases, .NET coding, client script and more. It also requires you think about business rules such as those that define "friends" and robots and a whole lot more. Those are topics not easily explained over a forum post.....

But I have to fix at least some of this problem in my project. I don't want to feel that I reached to a closed door. I don't want to feel despaired because of this problem.
I know it's difficult, but I don't like say that, any problem have a solution, I hope I can solve even a apart of it, or solve it in about 60% success. And we all will benefit for when search for new knowledge. I'm ready to explain more.
